Default Fire stop

Is a fire stop required for ducts(Not a flue) for a foced warm air high efficiency furnace. House was built in 2000.

2nd question. I observed the 2nd floor utility closet that had the water heater & furnace was extemely warm when the door was closed & the thermostat increased. The room was recieving fresh air from the attic. Would it be wise to install a lovered door or an additional vent at the door to help dissapate the heat?
