Default Flame roll out

Looked at a mono port furnace today and it had flame all the way across the front not just at the ports going into exchanger. Would you consider this a flame roll out?

It's a 2005 Goodman, it's a nice flame coming from in-shot burners but it has a solid line of flame from left to right down the complete burner assembly. Sorry didn't take photo of flame, there was some other issues so I told client to have burners checked also.
