One has to be an idiot to install that way. I have seen some bad HVAC installers but that one had to be a do it yourselfer.

If that is a cat 1 or 3, it shouldn't even be in an attic. If it's a cat 4, no combustion air intake. check out the manufacturer's instructions. No combustion air and it will suck in insulation debris and get clogged.
