Is there a better way to route the exhaust gases on a gas pack? The way this is done is common around here and can burn someone. I mention it in my report, but I was wondering if there is a safer way that I could list as a repair item. Thanks in advance.

At least it is vented up. Some vent them straight out the side next to the combustion air intake.
