4inch metal clothes dryer style flex line is T'd into a rigid line to feed a non-compliant basement room.
Whats the phrase I need for something like this?

I would probably say that it's a bit unorthodox, but as long as it works...
There is no way to really determine if it will function properly for how long.
Let the buyer decide if they would leave it alone or defer to a specialist.

What is a "non-compliant basement room"??

Non-compliant basement bedroom does not have an egress window (fire escape) or a closet among other things.

yeah, that would look good in a professional report. "heating duct has been adapted with an ingenious although feable method to implement heat to a room."

That is correct. However, your first post merely states "basement room" and that is what threw me.

This is not to code and should be pointed out, the proper repair would be $100.00 to $500.00 depending on who they call and the buyer should be aware. It also robs air flow from the intended room and now both areas under perform.
