Default New Type of Float Switch?

Saw this today in new construction (can't get my pic to load so I got this off of the internet).

I've never have run across this type of switch before. When I pushed the "test" button, I was expecting the HVAC unit to cycle off. It did not. Should it have?

Any thoughts?

Thanks. Just goes to show how big the internet is. I looked all over for installation instructions.

I'm still missing one piece of information: if you push the test button, shouldn't the unit cycle off?
