This looks strange but I can't find anything to support that it's wrong. Any thoughts?

Is that a barometric damper on the end of the tee vent pipe? I would have to say the damp is installed in the wrong location maybe...

Field Controls http://www.fieldcontrols.com/draftcontrol.php shows this type of installation for gas but not oil or solid fuel.
