Default Open Flue Box

I understand the opening at the bottom of old boiler flue boxes. This is the first time I have seen one with the end open. It did have good draft. It just does not seem right. What do you guys think?

My first thought is, did you test the operation with a CO detector around the boiler?
Any measurement of CO will make me designate a qualified contractor to take a look.
Is that a block flue that it is conected to?

No. It's not right. With draft hood T'd like that the gases will spill out until draft is established. Call your mechanical code inspector for their interpretation of IMC 2006.

Write it up for HVAC company to look at.
