Saw my first pellet stove today, and the exhaust came straight through the wall to outside, then up about 3 to 4 feet to a covered screened chimney.
It is a powered exhaust, but it’s also a fossil fuel, so I wonder if it should come up above the roof like a wood burning chimney?

Nope.
Pellet stoves are now made to penetrate the siding with sidewall horizontal vents with proper clearances.

Ted, I see these things quite frequently and almost all manufactures design them to be vented through the wall.
I write up the all hot vent cover (pellet stove, gas fake fireplaces, etc) under 4’ high as a potential safety hazard to small children as I personally know of three families who’s kids have been injured in the past two years from these things.
