Default Proper venting of NG heater

Would proper venting require two air intakes for a NG heater? The A/C vent is not connected to anything in the attic, neither is the metal pipe. The flue does discharge through the roof. The is also an A/c vent in this small room.

The pipe is supposed to go down to the floor.
