Default Sidemounted Flue-Cap?

Is this alright? Never mind the beautifully painted siding. Is a sideways mounted cap like this alright?

was there an assist fan for the exhaust?

The furnace is about 10 feet from the outside. The duct was partially in a tiled ceiling but I don't think there was an assist fan.
After I posted last night I realized the proximity of the exhaust to 3 windows so I wrote it up as needing further eval.

New side wall vents need an induced fan.
Check for back drafting, which would then require upgrading.

Windows <4' from windows are a CO concern.
