I am going to recommend testing to confirm if desired, just wondering if anyone is familiar with this covering …1950’s boiler plumbing.It has a cloth like covering at outside that I havent seen before.
Very common here in ky. If it is not damaged i would only suggest that material of this ere can commonly contain asbestos . Inspector suggest testing by a qualified specialist to determine material and manage appropriately.

I guess technically i cant proclaim it, with no lab test, but in all likelihood it is.

Seen it before here in Vancouver… also has become friable so possible health hazard. Don’t “confirm if desired”… just confirm!
