Default Thoughts on This One

I saw this on an inspection yesterday. It looks like batt insulation installed inside the vents. Any thoughts on this will be greatly appreciated

This property is a renovated former officers quarters at a former Air Force Base.

I guess my first question would be, is it currently in use, or has it been abandoned? If it is in use, I would suggest it be cleared of all obstructions that may be in the ducting.

It appears to be the combustion air intake for the home.

I guess someone didn't understand that even if you block the vent off the combustion make up air will come through every crack or opening in the home anyway.
