Default Water heater with asbestos vent pipe
located in the garage....Southern Calif. house built in 1973.
Should the write up be in Red...as a safety hazard. Or just mentioned
on the report.

I would just mention it in the report. As long as it is not damaged or susceptible to damage, making it air born, I would write it up for just their information.

Transite vent pipe of that age is is prone to cracking/deterioration. Also, the clearance to combustibles is not correct.
