Default Water heater flue - is this allowed?

Other than the improper slope of this flue (a ¼ inch per foot). Is this small flue to large flue acceptable? Any other issues with this?

A 90 degree turn at the outlet of a fuel burning appliance is never a good thing. Is the c vent portion too close to combustible piping (<6")?

The c-vent is about 5" from the pvc and about 7 to the floor joists.
