Anti-gravity TPR Drain

During the re-inspect I saw this. (The original inspection pointed out the absence of a drain line.) Yeah, I know the water heater is shot. Seller refused to replace it, but they did install this anti-gravity drain system.

And CPVC! Where was it directed? Outside?

Now THAT is really bad! I guess they thought water traveled Up hill?!
