Default anyone seen this?

Howdy, I'm fairly new at this, but...

This is the one and only plumbing vent for this house.
Is this even legal (in Georgia?) ?!

2006 IRC Commentary says:

Side wall vent terminations are an alternative to roof penetrations. This alternative might provide significant cost savings and a more aesthetically pleasing installation.

For example, a side wall vent may be preferred to penetrating membrane, built-up, slate or tile roofs, especially for existing buildings. Such roof penetrations are difficult to make leak proof, can be expensive and are often unsightly.

In multiple-story buildings where remodeling work is done, a side wall vent termination can serve as an alternative to running vent piping through finished or occupied stories above. When a side wall vent is installed, the vent opening must be protected with a screen or louver to prevent birds from building a nest in the pipe. The screen or louver also prevents rodents from entering the vent system (see Commentary Figure P3103.6). Such vents must not terminate where the emissions can cause structural damage or enter the building envelope through soffit vents. Also, such vents must comply with the location requirements of Section P3103.5

Therefore the one shown in your photo is improperly installed.
