How should this be written up?...the plumbing looks good now and there wasn't any active leaks.....but I see some past evidence of water leakage and mold like substance.

Yes, damage to cabinet.

Water damage and/or stains observed on base of cabinet below ?? sink. Did not observe any active leak at the time of inspection.
Did you check it with a moisture meter? Mention possible organic growth? BTW: looks like the source was over in the corner, were there any supply or drain connections above the drip point?
