Default Hole on top of hot water tank

This hot water tank has a hole on top (missing cap?) and has foam insulation in it. I dont think it is a problem but I wanted to get some other advice. Any issues with this? Thank you.

My guess is the tank jacket is universal for other models and the hole is either for a top mount TPR valve or an electrical connection port for electric models.

I would report the use of PVC on the TPR valve.

Probably to be told that it's CPVC.
