I recently observed a gas hot water heater in a crawl space that was set on several rows of bricks that appeared to be not stable. Does anyone have any information regarding whether this is or is not acceptable?

If you think it is not stable then it probably needs corrections. Always report what you see and don't get caught up in the "code" mode.
