Sewage ejector system. Used when there are fixtures below the level of the main sewage system. The pump/grinder has been removed (in your picture) and hopefully has been replaced, otherwise there will be a mess down there when the system is used.

The lack of a sealed cover over the sewage pit is definitely an issue.
Recommend repair by a qualified plumber.
