I can not imagine wanting less water to flush with.
There is no water shortage on the planet since there is always the same amount as it does not disappear from the planet.
People are just goofy enough to build cities in deserts is all and need to find ways to transport or transform it where needed.
Even stinky toilet water evaporates and comes back as rain.

An outhouse, also known by many other names, is a small structure, separate from a main building, which covers a toilet.
