Default Main sewer line vented in the crawl space

Anyone ever seen something like this? Why would they do that if the system was vented through the roof? Is it OK?

Definitely not ok. No drilling or tapping connections are allowed. Also, ABS and PVC cannot be directly glued to each other. Vents must also terminate outdoors to open air.

That opening must reek.
