First time I have ever seen a natural gas meter with no visible pressure regulator, is this application acceptible in other areas? Sorry No photo..

I just went outside and looked at my own. Pipe comes from the city from underground, then to a valve, then the regulator, then the meter, and finally into the house.
You said 'no VENT', not no regulator so thats confusing. I must assume a regulator is upstream of the house but I would write it up. Sorry, around here the regulator has a vent built into it for excess fumes.

Some of the newer meters have a vent/regulator/diaphram built into the unit. You'll see the screened vent at the bottom of the inlet side of the meter.
