Default Plumbing stack deterioration in attic w/ pics

Is this a pretty general write up, or would guys go into more detail about this plumbing stack??? (this is a multi-unit, so there are 2 stacks)

Make a note that "the pipe contains asbestos (or appears to if you perfer) and should only be repaired/modified by qualified professionals in accordance with state and federal laws."

Thats a plumbing stack? Looks more like a heater exhuast vent pipe.
