Any idea what kind of vent this is? Horizontal. I think it's an air intake for a jacuzzi tub.

It looks like a floor vent cap duct taped to schedule 40. Not a correct application no matter how you look at it. As far as its function, the most obvious to me seems to be a bathroom fan vent... possibly? What else is located near this beside the spa tub? Bathroom underneath? |

No, there is nothing underneath this area. It has to be something at floor level of the master bath. Directly on the other side of this wall is the housing for the spa tub.
