That more closely resembles a tempering or mixing valve to prevent scalds at the Hot water supply to that fixture. It may be a Sorel (German?) ESBE model. It does appear to be supplying the tempered water in the down direction which does not make sense. I know these are used on radiant floor heat as well.

Yes, based on the arrows on the label, it looks like a mixing valve with expensive pipe adapters.
