Do you also suggest turning down the WH Temp? If the owner or buyer is adverse to installing a mixing valve then turning the temp down is a possible.

Here is one statement I have used for reports

Lowering the thermostat to 120°F or less may prevent scalding. Scalding is a known hazard documented in numerous injuries and deaths. In order to prevent the growth of Legionella bacteria the water temperature shall be at or above 140°F. When the higher scald temperature is maintained at the water heater(s), thermostatic mixing valve(s) shall be installed at the out flow of the water heater supply piping or at the individual appliance fixtures to prevent scald injuries.

It is actually very simple to minimize Legionella and other bacteria from growing in a hot water system. Water temperatures must be kept above 140°F (60°C) in tanks and 122°F (50°C) at all taps (faucets and showers). (from Legionellae Control in Health Care Facilities - A Guide for Minimizing Risk by Matthew R. Freije ).
As you can see, the current trend in the United States that recommends reducing the temperature of the hot water heater to prevent scalding is dangerous and misguided. Scalding may be prevented, but dangerous bacteria can grow rampant.
