Seismic Straps

Does anyone call out the lack of seismic straps on water heaters outside of Calif? I understand in Ca its the law, but there appears to be increased seimic activity throughout the country and the world.

I believe they are required in Washington and Oregon and the Earth there moves quite a bit also....
