Default short standpipe

This standpipe from the washing machine doesn't look right to me. It needs to be at least 18" high, correct? I did not actually measure it but it looks short.

the tape may be to help control the splash pattern.....just a thought.....jim

David the hook up is incorrect as the tape is restricting airflow.
