Default Spigot

I did an inspection on a 105 year old remodeled house. There was no water spigot installed at the bathtub. The city inspector called for a water spigot to be installed, does a bathtub require a water spigot?

I don't know but that would be no different than a shower stall (no spout). I'm assuming a shower head.

I know of no code that states a requirement for a spigot on a bathtub/shower combo.
