Default Two sump pump pits

This house has two sump pump pits in the basement, side by side. One, that I could get to work, pumps water into the house's sewer system. the other one, which I could not get to work, appears to be designed to pump water to outside, right into the ground. Appears to me to be too close to foundation. I have never seen this before. Is this normal? What should I report?

Do you have 2 sump pumps OR a sump pump and a grinder pump?

but
I do not see a sanitary vent on either...
