Default Unsafe water heat vent

This morning's inspection of a modular structure, vacant estate home, seller indicates water heater was recently replaced due to leaking. Contractor left a mess of the membrane and insulation under the structure and when the exhaust vent for the gas fired water heater wouldn't fit and line up correctly he threw away the extra parts and just left it as is. You could smell the exhaust when you entered the room. If the installer has a license he should loose it though I suspect that a "handy man" was used instead of a licensed plumber or gas fitter.
