Default Vents

This is an office builing that is 1 year old. I cannot inspect the inside until Sunday but was allowed to do the outside yesterday. Anyone know why they would add a vent and use elbows like those in the attached photos?

The plumber needed to add some length and was all out of straight connectors. ??
