Inadequate combustion air too, unless that room is bigger than it looks.

I liked it too Chuck and all three pictures were included in the report.

There was a vent in the non airtight door and the room was larger than the it looks.

one square inch per 1,000 btu and should have a top vent to match that bottom in your picture.

Was the room accessible only through the garage (which makes it part of the garage)? Looks like the TPR goes into a crawl space. I never saw a garage on a crawl space. Missing a pan, for sure, but no elevation is required unless it's considered to be a garage.
