No shut off valve at the cooktop but this rig job at the regulator is weird.

that could be an auto shut off. if the preasure being released is more than what's used to run the appliance, then it closes. most steel braided supply lines have a similar device now call "anti-burst" valve. too much flow ( indicating a burst line ) will shut it down. but i could be wrong about your pic.
