A clients requests well water testing as part of inspection. Is this the responsibility of local municipality?

Check with the local AHJ. Some will conduct the test at NO charge.

One local county requires a well and septic inspection before sale paid for by the seller and performed by that county's health department.

In all other locations it is not required but up to the buyer to choose to do and pay for it if desired.
