What is the best product to clean the jets of a whirlpool tub?

Bleach, Limeaway makes to much foam it would be out on the floor.

I would follow the manufactures recommendations, some of them ok the use of bleach, just make sure you follow the ratio suggested

Safest way (I use it on mine) is to fill the tub just above the jets and return. Use one to two gallons of white vinegar and run it for 5 - 10 minutes. Drain it, clean the crud, fill it again with plain water and run it. Repeat this process until the water is clean. If this is dome on a regular basis it will keep the jets and tubing clean and not damage it.

Bleach can be used but to much and to often can cause problems with seals, etc.
