Can anyone tell me the best/easiest way to blow the water out of the water lines as part of a winterization procedure?

I blow the traps out with air from a pressurized portable cylinder. You can buy the cylinders from Graingers.

There are often sections of plumbing piping that do not have sufficient slope to drain. On homes I winterize in northern Arizona, I add a drain at the lowest spot I can find. Vent the system as you drain it, blow everything out with air and then add the ant-freeze to the traps..

When you "winterize" a house or multi-family do you also blow out water supply lines. I've run into several with frozen copper pipe and to me it would seem advantageous to start at the meter and blow the lines as dry as possible through the farthest open valve (faucet). I never do any winterizing or de-winterizing myself and would like to know. I am pretty sure no one around here does this.
