That is the normal I have seen around here with the exception it would be only 8" thick.

For a 24x24" footing for a column, (say steel post), our codes would require a 12" pad thickness.

From the code:

Footing thickness would not be less than the width of the projection of the footing beyond the supported element.

i.e. 24x24" needs 12" thickness while 16x16" needs 8"

And if one is lucky, you might have six little pieces of rebar actually tied together. ha. ha.
