Default Column rusting from the inside?

I found two columns like this at today's inspection. The steel columns were rusting at random points along their lengths. No water source (plumbing or heating pipes) was nearby. The only thing I can think of that would cause this would be moisture from below the slab wicking up through the concrete inside the columns and rusting them from the inside out. Anyone ever seen this before?
