Default concrete filled columns rusted?

Found two concreted filled steel suport columns in the garage. Four inches of the steel casing at the bottom was completly gone,rusted away. Has anyone addressed this before?

Being that the steel lends its strength to the column in conjunction with the concrete, the column should be replaced with a column which addresses the supported needed for that area.

It should be noted that not all steel columns are to be used for permanent support, there is another post somewhere on the forum that covers these types of columns and I believe Nick has a section on these as well.
