Default Crumbling concrete

I recently inspected a home that is 99 years old, had a concrete retaining wall poured, around the foundation, according to the buyer an engineer was hired, to help with this job, 1 steel L beams were installed vertically, (this was new to me as I have not seen L beams vertical, usually I beams horizontally), Im not an engineer.

my question is, what would you comment on the pictures I have included.

There are near the back door, above grade, infront of the window you can see the retaining wall, that has been poured.

The area near the back door the concrete is crumbling,
