Default Deck stairs hand railing

Would somebody interpit the IRC code on hand railings on a deck stairs? I did an inspection on a remodel job for the homeowner and approve a handrailing that is a 2x4 laid horizontal on a vertical one in a T shape. Irc code 311.5.6 looks to address this and speaks about a 3/4" finger rail. On the final by the county inspector its was red tagged for improper railing. Thoughts?

it has to be "gripable" so that means nearly a complete round shape of
1-1/2" diameter approximatley, thus the need for the finger slot
