Default Exposed beam

This built up beam under an addition surely can't remain exposed to the elements, like it is, can it?

Damaged concrete column as well, supporting same beam.

Another question. When you guys inspect a house with an addition or something similar, do you ever/aways recommend that the client does a search for building permits on file at city hall?

If I see evidence of poor quality construction indicating that the addition may have been bult without a permit, I recommend that the client ask the seller for documentation showing that the addition was built with the proper permits and inspections.
