Default exposed post tension cable end

If thie cable on this 82 build has been exposed all this time is there a method that a fndtn. repair co. uses to determine if the strength has been lost due to the corrosion after all these years.

Sorry I need to shorten my sentences.

Good find if that is what it is....A better photo of the end would be more helpful and if there is rust then a foundation/structural contractor would be an appropriate recommendation.

Would the foundation repair co. have a method of determining if the structural strength has been compromised?
