Default freestanding cabana fell down

I have a pool buider that built a cabana for me which fell down before construction was complete. He was using 4x4 wood posts bolted with a 1 screw metal pier into the concrete decking. He now says he will bury them 3 feet through the concrete. How should this have been done properly to sustain the hurricane winds here?
