Default go bolts tierods

Does anyone know about the use of go bolts tie rods to anchor the foundation to the roof framing? Are these (or similar) required only in high wind or hurricane areas? Are they always visible in attics and foundations? Supposedly they have been required since 2004 in Florida.

Are you talking about hold downs and other hardware similar to that used in sesmic construction to tie the roof to the foundation? If so... no, not visible after construction is completed.

I have seen these on one home just recently but wondering where required by codes?
