Default Handrail?

Just wanting clarification on the minimum and maximum height for handrails on decks and porches, is it 34 min and 38 max?

2006 International Residential Code for One and Two Family Dwellings


R311.5.6.1 Height.
Handrail height, measured vertically from the sloped plane adjoining the tread nosing, or finish surface of ramp slope, shall be not less than 34 inches (864 mm) and not more than 38 inches (965 mm).

Question, is there a minimum # of treads that are aloud before you need to install handrailings?

Gary, 2006 International Residential Code for One and Two Family Dwellings 311.5.6 states - Grippable rail req'd if 4 or more risers.

Also , 312.1 states - Guardrails req'd for any walk off >30" above floor or grade.

Also, guardrail min. ht. is 36"
