a bit difficult to tell from the picture. if the original web member is in place then it is probably additional compression web bracing that would have been called for in the construction documents. if the origian web member is not in place then it is a field repair which should have been designed by the engineer of record

It doesn't appear to be part of a truss, because it is a double member on the flat. Truss members are almost always single members on edge. But whatever it is, fi fi fo fum, I smell the blood of an HVAC technician who was on piecework.
